2. Temperature too low

Cause 1: Temperature sensor isn't working or has contact with the oven

Solution: Simply remove the sensor from contact with the oven wall if they are touching. Otherwise, an ohmmeter can test to see if the sensor is working properly.

the resistance of the temperature sensor should go up when the oven's temperature does. If it doesn't then it's time for a new one.

Cause 2: Recalibrating

Solution: Preheat the oven to 350 Fahrenheit. Use an oven thermometer to take readings every 20 mins for the next 2 hours and see if it's the proper temperature reading.

Take an average of the readings (sum of temperatures/#readings taken). If the average is close to the preheat number, then you're all good. If not then you have some fixing that needs to be done.

3. Partial Cooking

Cause 1: Heating elements and temperature sensor aren't working

Solution: If your heating elements aren't glowing or the resistance in your temp sensor (see above for details) isn't rising with the temperature then they need replacement which should do the trick.

Cause 2: Not all ovens cook the same and positioning matters sometimes.

Solution: Not all ovens work like in the past where they were built for longevity and were piping hot to perfect doneness for cooking. See the idiosyncrasies of your oven and sometimes you must put in some extra work by rotating more often or repositioning more compared to other ovens.
